Building Partnerships Across Central California Policy, Governance, Funding, Services, and Research In designing our governance structures, we have developed an interconnected web of partnerships for coordinating, implementing, and evaluating our work building college-bound communities. We believe that systemic change to improve student performance and increase college-going rates requires all institutions, from pre-kindergarten through the university, to come together to look at the reality of current student achievement, determine common goals, and create a plan of action to achieve those goals. Vertical teams need to engage leadership and must have substantial involvement of K-12 teachers and community college and university faculty in content-focused discussions.
